Scouting provides young people with opportunities to participate in programmes, events, activities, and projects that contribute to their growth as active citizens. Through these initiatives, young people become agents of positive change who inspire others to take action.

The mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

The World Scout Bureau (WSB) serves as the Secretariat of the World Organization of the Scout Movement (WOSM). It supports the governance bodies of WOSM – the World Scout Conference and the World Scout Committee, in the fulfilment of their functions and provides the necessary services for the implementation of their decisions. Additionally, it provides the services necessary for the promotion and development of the Scout Movement throughout the world. Finally, it acts as an agency promoting non-formal education and development to young people.

The Vision of Scouting is to be the world’s leading educational youth movement, enabling 100 million young people to be active citizens in their communities and around the world, united by shared values.

The World Scout Conference is the general assembly of Scouting bringing together representatives of National Scout Organizations (NSOs) every three years. It decides on the strategic direction of the organisation and elects a World Scout Committee as the governing body of WOSM which serves as our Board of Directors. The World Scout Committee, which meets twice a year, provides strategic oversight to the World Scout Bureau and appoints its Secretary General (CEO). Members of the World Scout Committee are elected every three years at the Conference. To learn more about our institutional and governance structures, please read the WOSM Constitution.

Regional Scout Conferences bring together representatives of NSOs in the Region every three years and provide strategic direction for support to Scouting in the Region. It also elects a Regional Scout Committee that provides leadership in the Region. To learn more about our Regional institutional and governance structures, please read the Regional Constitutions.
